    In international logistics transportation, a term often faced and mentioned is "destination port clearance".

 

   Sometimes customs clearance can be completed in just one or two days, and sometimes it can be extended by ten days or even half a month. Why is this? What are the precautions to be taken to avoid customs clearance delays?


    To clarify the issue of customs clearance, we first need to understand what destination port clearance is.


    1.What is destination port clearance?

    Customs clearance, also known as customs clearance, refers to the procedures that should be handled in accordance with legal provisions when importing, exporting, or transitioning goods into or out of a country's customs territory. After completing customs declaration, inspection, taxation, release and other procedures, all entry obligations must be fulfilled before the goods can be released. The logistics company will pick up the goods and finally deliver them.


    In short, any goods from one country entering another country must go through customs clearance procedures according to regulations, otherwise, goods that violate regulations will be subject to legal sanctions from other countries. For countries, the purpose of customs clearance is mainly twofold: first, to check whether it is legal after inspection, and second, to levy tariffs to maintain trade balance between the two countries.



    2.What is the process for customs clearance operations?


    01 Change Order

    Go to the freight forwarder or shipping company to exchange D/O. (Based on the bill of lading in hand, determine where to exchange the order. H B/L freight forwarder bill of lading M B/L shipowner bill of lading) Electronic declaration - computer pre recording, document review, sending, contacting/releasing customs.


    02 Inspection application

    After the electronic declaration is released, one of the four copies of the customs declaration form shall be presented to the commodity inspection bureau for quotation procedures and the customs clearance form shall be issued. (If the goods require inspection)


    03 Site Handover Form

    Customs on-site handover form (only available if goods require inspection).


    04 Inspection

    The customs will conduct inspections based on the regulatory conditions of the declared goods. If there is any inspection, a notice of inspection will be issued (only in case of customs inspection).


    05 Tax invoice

    The customs will issue a detailed tax declaration for the goods, allowing the enterprise to pay the import duties.


    06 Release

    Customs clearance.


    3.What are the precautions during the customs clearance process?


 




    If you do not want the goods to be detained by the customs of the destination country, you must declare the goods in accordance with their customs policies and requirements, including the name, quantity, weight, declared value of the goods, and certification documents corresponding to special items.


    The main factors affecting customs clearance include: firstly, in terms of goods declaration information, including inconsistent declaration values and names, which will lead to goods being detained; In addition, special items such as children's toys, cosmetics, medical devices, etc. require corresponding proof documents, otherwise they will be detained.


    4.How to solve the problem of goods being detained?

    If the goods are detained at the customs of the destination country, it is necessary to understand the reasons for the detention to solve the problem. In practical operation, the deduction of customs declarations is due to reasons such as incomplete customs declarations, insufficient customs declarations, and non-standard customs declarations.


    If the preparation materials are incomplete or the customs declaration forms are insufficient, the materials and taxes shall be supplemented as required.


    If it is a prohibited item or other prohibited import goods, they can only be discarded and destroyed.
